The European Network of Ombudsmen for Children (ENOC) was formally established in June 1997, at a meeting in Trondheim, Norway and it agreed upon the following criteria for membership:

  • national, regional or local offices set up through legislation to independently promote children's rights and interests.

ENOC is a not-for-profit association of independent children's rights institutions (ICRIs). Its mandate is to facilitate the promotion and protection of the rights of children, as formulated in the Convention on the Rights of the Child. It now includes 24 ombudspeople.

The 12th offical annual meeting will be in Dublin, September, 2008.

The office of the Network is established in the headquarters of the Council of Europe in Strasbourg, France.

The Ombudsman for Children in Norway is temporarily responsible for the ENOC website. The address is www.ombudsnet.org


ENOC Statutes

The statutes for ENOC was approved at the ENOC meeting in Dublin, May 2006.
